You can find both: ATMs and exchange offices in Tbilisi. In Kazbegi there are no possibilities to exchange your money, so bring Georgian laris.

There is possibility to change your euros and dollars in kazbegi – in one resturant (go right on the Y crossing on the main square, then after ca 100 m there is a ground floor building with three doors – two shops and small restaurant where is possible to change). However this is unofficial. The exchange rate was almost the same asi in tbilisi, Only problem was if they don´t have georgian laris, so it was better to go there in the evening, when they have enough.

I think it is about the same. You will have to exchange money anyway, only the local currency is valid in Georgia.
